Social
Housing Energy
certificates EPC will be required for all Local Authority and
private landlords buildings in England and Wales from October 2008.
This has significant implications for registered social landlords
RSL's. |

Grants
A grant is
available through the UK Housing Association to assist with funding for
energy improvements to buildings. Currently grants are awarded up to 50% of
the total cost including VAT. Energy
assessment of properties will permit the use of "cloned EPC's" -
see below for definition, The assessor will issue an EPC Energy Performance
Certificate, in the same way as per domestic certificates. |
Cloned
EPC
An energy
assessor can issue this type of certificate when the following conditions
are met, where the property has not been individually assessed but is
considered the same as, or similar to other housing units in a block. e.g.
multiple flats in a block of same dimensions, construction and heating. Thus,
surveying one or two properties can provide a representative sample of all
units in a block.
Surveys of
premises that require cloned EPC's usually have a discounted price for
surveying services who carry out the assessment. This is due to the fact
that the energy assessor requires entry to one or two dwellings in the
block. The remaining EPC ratings can be calculated using the information
gathered from the initial energy surveys.
A timetable
is now available detailing the implementation dates for commercial
property and public buildings.

Validity
From 1 October 2008, if you are renting out your property, you will need to provide a certificate to any prospective tenant. There is no need to obtain a Energy Performance Certificate
(EPC) for an existing tenancy. Once obtained, a certificate remains valid for up to 10 years.
If a valid Energy Performance Certificate still exists when changing tenants no new certificate is required. This applies to both private and social sector landlords and tenants.

Energy
Performance of Buildings
The DEA's job is similar to that undertaken for domestic energy assessment
using RdSAP methodology. The certificate also has a SAP Rating and Environmental
Rating.

Larger more complex buildings may require the services of a Commercial
Energy Assessor, Such buildings may include very large HMO's (Homes in

How do I
Get The Report?
This is
usually by arrangement through the local authority or local housing
association for your area, who send the certificate and report direct to
landlords or their agents by prior arrangement, with a paper copy or via email.
