SAP Assessors - New Build Housing

New Build EPC is usually issued by authorised SAP Assessors. Energy assessment of buildings is determined using various methods, SAP or Standard Assessment Procedure is used for determining energy ratings for buildings that cannot be calculated using Reduced Data or RdSAP methods. Basically RdSAP 2005 has been developed for the introduction of the Domestic EPC, and more specifically  for existing dwellings.

SAP energy calculations are based on different principles, and are used mainly to determine carbon index and energy values for a New Build homes & property. A typical case would involve property developers building new houses at a site.

The new legislation requires that the housing developer provide an energy performance certificate for the new homes being built commencing 2nd quarter of 2008. A building completion certificate from building control cannot be issued without a New Build EPC being issued. New housing developments will be mostly affected by this legislation.

The developer should instruct a SAP Assessor to determine the energy values for new build property, the assessor usually only requires to be provided with the construction blue-prints and a list of the materials used in the construction of the building to enable the necessary calculations to be made using proprietary software. Any new buildings which contain air conditioning systems will require energy assessment by Air Conditioning Assessors.

The Target Carbon Dioxide Emission Rate (TER) has to be calculated within the Standard Assessment Procedure (SAP). The production of SAP Ratings and EPC will be sought by the following groups:

Architects - for all new dwellings, conversions, extensions and for material change of use.

Housing Developers - of all new dwellings, conversions, extensions and material change of use.

House Builders - of all new dwellings, conversions, extensions and for material change of use.

Self-Build - of all new dwellings, conversions, extensions and for material change of use.

By Local Authorities - all rented dwellings stock and affordable energy measures.

In addition, Housing Associations (RSLs) Registered Social Landlords - compliance with Housing Corporations Scheme Development Standards for both new and existing dwellings. Refer also to Social Housing & Landlord Rental Property Energy Performance Certificates.

Private Landlords by identifying improvement options and assisting with access grants.

The cost of SAP Assessment is usually based on the size of the dwelling or conversion. In all cases the SAP assessor must be provided with details of the boiler, heating system and controls. In addition the calculated "U Values" should also be supplied. SAP Rating Compliance Certificates require that buildings be Air tested to determine leakage. This can usually be arranged through a local air testing contractor. The assessor does not usually require a site visit to determine energy ratings, provided that all the required information is available on a SAP Data Form.
