HIPs Timetable Energy Certificate EPC Schedule Roll Out

The timetable and schedule has been introduced for HIP EPC energy certificate as part of the EPBD Energy Performance of Buildings Directive legislation in conjunction with the HIP Home Information Pack. In addition, an EPC Schedule for energy performance certificates has also been confirmed, this includes Commercial Buildings and Social Housing.

As from 1st August 2007, the UK HIP programme will be rolled out , in future, property sales in England and Wales will require an Energy Performance Certificate (EPC) or an optional HCR home condition report.

Commercial building owners and occupiers, together with social housing registered social landlords (RSL's) e.g. Housing Associations across England & Wales will be required to meet the deadlines set out below.


The details below outline the HIPs and EPC's programme deadlines for the roll out. All buildings in the UK will be affected by this programme although there will be a few exemptions which re outlined in HIP EPC Exempt. For Domestic Residential Property: The Government announced on 22 November 2007 that the roll out for Home Information Packs will be extended to include 1 & 2 bed properties from 14th December 2007. This means that all home's are now included in the scheme.

Commercial Buildings: The schedule detailed below is the latest published timetable affecting the commercial property sector. These buildings will require energy assessment in a similar manner to the domestic market, inspection of these property's will be carried out by an authorised commercial energy assessor. 

Dependent on the type, and use of the building some private landlord's and social housing landlord's (RSL's) will be affected by the new legislation.

Implementation dates for Energy Performance Certificates (Commercial Use)

Measures

6 April 2008 EPCs required on construction for all dwellings.
EPCs required for the construction, sale or rent of buildings other than dwellings with a floor area over 10,000 m2.
1 July 2008 EPCs required for the construction, sale or rent of buildings other than dwellings with a floor area over 2,500 m2.
1 October 2008 EPCs required on the sale or rent of all remaining dwellings
EPCs required on the construction, sale or rent of all remaining buildings other than dwellings.
Display certificates required for all public buildings >1,000 m2.
4 January 2009 First inspection of all existing air-conditioning systems over 250 kW must have occurred by this date.
4 January 2011 First inspection of all remaining air-conditioning systems over 12 kW must have occurred by this date.

Note that all commercial property and Social housing including landlords and tenants, rented property will be affected by this programme and the measures for energy performance of buildings.

Commercial Buildings: Air conditioning units and systems, together with boiler and heating controls will also be required to be inspected as part of the zero carbon emission policy proposed by the government. Energy Assessment Methods: SBEM and SAP or DSM methods will be used for energy efficiency calculation for some of these buildings. SAP Ratings information.

Definitions:

SAP - Standard Assessment Procedure, computer software SAP 2005 as used for with Part L of the Building Regulations 2000.
SBEM - Simplified Building Energy Model, a software program developed by BRE.
DSM - Dynamic Simulation Model, Government-approved proprietary simulations.
